E. Jacob Lubarsky

Executive Summary

Jacob Lubarsky is a member of the firm’s Environmental Law and Retail Industry Trade Regulation Practice Groups.

Mr. Lubarsky has extensive experience in all facets of environmental and complex civil litigation matters. He possesses deep knowledge of California, Washington, and United States environmental legal issues, and has represented clients in matters arising under CERCLA, the Clean Water Act, FIFRA, the Endangered Species Act, Washington’s Model Toxics Control Act, and California’s Proposition 65 and the California Environmental Quality Act.

Mr. Lubarsky also has a wide-range of civil litigation experience. He has overseen all aspects of litigation, including discovery, lay and expert depositions, dispositive and pre-trial motions, trial preparation, and trial. He has tried several cases to successful verdicts, conferring on trial strategy, preparing and arguing trial motions, and cross-examining witnesses. As lead pro bono counsel, Mr. Lubarsky successfully represented a California state prison inmate in a federal Section 1983 lawsuit, handling all aspects of litigation from pleadings to arguing dispositive motions to successful settlement negotiation.

While in law school, Mr. Lubarsky was co-founder and Symposium Editor of the Golden Gate University Environmental Law Journal. He interned for the California Department of Justice, Office of the Attorney General, Natural Resources Section, where he assisted in the defense of California’s environmental and natural resources agencies in civil actions.

Prior to joining Rogers Joseph O’Donnell, Mr. Lubarsky was a litigation associate at Dentons US LLP.
