Stephen Bacon Co-Chairs ABA Public Contract Law Section Fall Forum

Rogers Joseph O’Donnell PC shareholder Stephen L. Bacon is co-chairing this year’s American Bar Association (ABA) Public Contract Law Section Fall Forum. Shareholder Aaron P. Silberman will also attend the event, which is on Nov. 7-9 in Reston, Virginia.

This year’s theme is “Preparing for Tomorrow – Procurement Law Developments and Practical Applications.” The conference will include breakout sessions on practical strategies for drafting and negotiating teaming agreements and subcontracts, as well as understanding, preventing and mitigating conflicts of interest when employees leave and join government service. Speakers will also cover cross-border considerations and compliance challenges for government contractors.

Bacon assists companies in a diverse array of industries, including aerospace and defense, major construction and information technology. He has litigated complex claims under a multibillion-dollar nuclear construction contract, prepared requests for equitable adjustment under a cutting-edge weapons system development contract and prosecuted bid protests involving groundbreaking cloud computing contracts. Bacon has helped clients avoid proposed debarment, fend off terminations for default, defend False Claims Act investigations and successfully prosecute and oppose protests. He is also an active member of the GovConnects Advisory Council for the Howard County Chamber of Commerce in Maryland.

Silberman focuses on government contracts and construction law, including litigation, representing contractors, subcontractors, suppliers and design professionals in the construction, defense, transportation, technology, disaster relief, telecom and service industries. Practicing since 1992, he is the former chair of the ABA Public Contract Law Section and several of its committees and divisions. Silberman is also a former Council member. In addition, he spoke on how climate change is impacting federal construction contracting at the Section’s 2024 Federal Procurement Institute.
